Overview

The Finance Executive provides strategic and operational leadership for the financial management of Hawassa University. The department ensures the effective planning, allocation, utilization, reporting, and safeguarding of financial resources in alignment with national regulations and the university’s strategic goals. It also ensures transparency, accountability, and efficiency in all financial operations while supporting evidence-based decision-making and long-term financial sustainability.

Key Roles and Responsibilities

• Lead and oversee all financial operations including budgeting, planning, accounting, treasury, payroll, and financial reporting.
• Develop and implement financial policies, internal controls, and standard operating procedures that promote transparency and compliance.
• Coordinate preparation of the annual budget, monitor budget performance, and provide regular financial analyses to university leadership.
• Ensure proper revenue management—including government transfers, tuition/fees, grants, donations, and income from university enterprises.
• Oversee preparation of timely and accurate financial statements, audit reports, and regulatory submissions.
• Manage cash flow, bank accounts, payments, and financial commitments to ensure liquidity and cost-effectiveness.
• Strengthen internal audit readiness, risk management, and adherence to national financial rules and university guidelines.
• Provide financial advice and decision support to leadership for projects, investments, procurement, and resource allocation.
• Oversee procurement financing, asset accounting, and financial aspects of grant-funded or externally supported projects.
• Supervise finance officers, accountants, and cashiers; establish performance standards and training plans.
• Implement digital financial systems or enhance existing finance information systems (IFMIS/ERP).
