Overview

This Department provides strategic leadership for the university’s human resource (HR) and competency management functions. It oversee the development, implementation, and continuous improvement of policies and systems that support talent acquisition, professional development, performance management, organizational structure, and workforce planning. It also ensures that Hawassa University attracts, develops, and retains competent academic and administrative staff to achieve its teaching, research, and community service missions.

Key Roles and Responsibilities

• Develop and implement HR strategies, policies, and systems aligned with the university’s strategic plan.
• Lead workforce planning, including staffing needs assessment, organizational design, and succession planning.
• Manage recruitment, selection, onboarding, and retention strategies for academic and administrative staff.
• Oversee competency mapping, job classification, career development pathways, and training programs.
• Implement performance management systems that promote accountability, excellence, and continuous improvement.
• Ensure fair and transparent HR processes, including promotions, performance evaluations, disciplinary actions, and staff welfare.
• Coordinate professional development initiatives, leadership training, and capacity-building programs.
• Maintain HR information systems (HRIS) and ensure high-quality staff data management.
• Promote a positive organizational culture, employee engagement, and effective conflict resolution.
• Ensure compliance with university policies, labor laws, civil service regulations, and other relevant national directives.
• Provide strategic HR advisory services to university leadership and support decision-making through data-driven insights.
